The Saurus Scar-Veteran on Aggradon is a fairly inexpensive option for a mounted Saurus general, and he is able to keep pace with and buff you Aggradon Lancers once per game. While he will outmatch a Saurus Oldblood on foot in melee, he does not achieve this by much without command traits or artefacts that are better spent elsewhere. But his one-time buff for Aggradon Lancers can be substantial enough to make him worthwhile in an army with a sufficient number of Aggradons.

The role of the Scar-Vet on Aggradon is to support your Aggradons. It is okay in combat, but can't match the damage output of three Aggradon Lancers, which cost only a little more, or Kroxigor, which cost the same. But as an Aggradon itself, it can keep pace with the Aggradon Lancers and give them an impactful buff with Alpha Roar once per battle. It tends to have potential if your army has six Aggradon Lancers, and gains more potency as the number of Aggradons increases.
And remember that although it is mounted, as a hero with less than 10 wounds, the Scar-Vet on Aggradon does benefit from Look Out, Sir! when within 3" of a unit with 3 or more models. This will not prevent enemies from target the Scar-Vet with missile weapons when 12" or more away, but they will have -1 to hit when they attack with missile weapon.
There is little reason to ever have more than one in an army.
The Scar-Vet on Aggradon is mostly likely to find value in Coalesced, where Aggradon Lancers are more prevalent due to their efficiency in this faction. The Scar-Vet also gains the Coalesced benefits of -1 to Damage dealt to it and in Koatl's Claw, +1 to Wound on Charge. But his main job remains using Alpha Roar at an opportune time to allow the Aggradon Lancers to deal considerable damage, after which, he is fairly expendable, and and can screen or join the combat. That is, unless the Scar-Vet on Aggradon is your general. As a low cost general, the Scar-Vet will make Aggradon Lancers battleline, and can take a command trait. While the command trait can be used to buff his combat strength, it's not that great to begin with, so Vengeful Defender to make your Aggradons very fast is a much better option.
Starborne has few synergies with SAURUS, so the Scar-Vet on Aggradon has less value here. Still, Aggradon Lancers have a place in Starborne, and so their may be justification for the Alpha Roar ability with specialized lists. This is especially true when you are bringing in Aggradon Lancers at the end of the movement phase with the intent to charge them that turn, whether they are summoned or, more likely, dropped in from reserve in Dracothion's Tail. Such a charge is not difficult for Starborne, but since the Aggradon Lancers were not on the battlefield in the all-important hero phase, only combat phase buffs can enhance the Lancers. That limits us to All-out Attack and the Scar-Vet on Aggradon's Alpha Roar. The
Scar-Vet can be on the battlefield, waiting for the Aggradon's to arrive, or more likely, brought in from reserve with the Aggradon Lancers in Dracothion's Tail.
The Scar-Veteran on Aggradon has two weapon choices to match the Lancers: a Relic Celestite Spear or a Relic Celestite Club. And like the Aggradon Lancers, the difference in the choice is very small. Spears have a longer range, but for a single model that still needs the Aggradon mount to get within 1", this doesn't help much. As for damage, the spear does a little better against enemies with a 3+ or better save, while the club is better if the enemy has a 5+ save or worse. But the difference is small, swaying the outcome in either direction by about a wound or less, on average.
Like the Aggradon Lancers, the Scar-Veteran on Aggradon has the Primal Rage ability. If the Aggradon is still in combat at the end of each player's combat phase, its Rage score increases by 1, to a maximum of three. The Rage score is added to the Attacks characteristic of the Aggradon's Bites and Talons. But if the Aggradon ever ends the combat phase out of combat, its Rage will drop back down to zero.
Alpha Roar is the main reason the take the Scar-Veteran on Aggradon. This ability can be used only once per battle, at the start of the combat phase to increase the Rage score of all Aggradons, including its own, wholly within 18". This has the affect of increasing the Attacks characteristic of the already deadly Aggradon mounts (up to a maximum of 3). If this hits a large group of combat-ready Aggradons, they can deal substantial extra damage and significantly impact the rest of the game. It's a good way to start the combat with the Aggradons already enraged, or enhance them further if they are already in combat.
As your general, a Saurus Scar-Veteran on Aggradon can take a command trait. If it's a Coalesced Scar-Vet, it can choose from the very good Savage Commanders command traits:

If he's given the artefact Arcane Tome from the Universal Artefacts of Power, he becomes an Andtorian Locus, allowing us to choose the Spellcasting Savant grand strategy from the General's Handbook, which is the easiest one for Seraphon to achieve in almost all army lists. The Arcane Tome also gives Coalesced a valuable extra cast of Mystic Shield to protect your Aggradon Lancers, or an endless spell like Geminids of Uhl-Gysh, which is great at supporting melee units both offensively and defensively.
Unfortunately, no. The wording on the Scar-Veteran on Aggradon's Alpha Roar ability is carefully crafted so that it can only be used once per game, even if you have multiple Scar-Veterans on Aggradon in your army. You see, it doesn't say the Scar-Veteran on Aggradon can use the ability once per battle; it says that once per battle, you can pick a unit with the Alpha Roar ability to use the ability. Once you have done that, you can no longer pick any Scar-Vet on Aggradon to use Alpha Roar.
